It's the idea that a problem isn't solved by treating the outward effects. A problem is dealt with when its roots are dealt with. It is when ignorance, separation, and hatred are dealt with a true solution can be made. It is not until problems are dealt with on a human to human level change can be truly effective. All these problems must respect the human dignity, the "unalienable rights" of humankind, are respected. It is by these means that true effective positive change can occur.
